Under the MTO Class EA (2024), Group “C” undertaking, the Project Team will engage with the public by providing a Notice of Study Commencement to provide an initial opportunity for comment. A Public Information Centre will be held to provide opportunity for members of the public to comment on the Project. Finally, applicable documentation for the projects will be posted on the website (Reports and Documentation) and can be reviewed by the public at any time.

Newspaper ads and other media (i.e. Municipal Websites, social media ads) will be published, as appropriate, to notify the public of Project progress. The public will have access to information regarding the Project on the website. Information such as important dates and milestones will be posted in a timely manner according to the Project schedule. The environmental report for a Group “C” undertaking is a Transportation Environmental Study Report (TESR). The TESR will be made available for review and comment on the Project website for a 30-day period.

Preliminary Design is the initial evaluation of proposed construction methods. The purpose of the Preliminary Design stage for Group “C” undertakings is to develop a transportation plan at a relatively basic level of detail and to develop preliminary drawings and establish/assess existing conditions. This involves reviewing problems, opportunities, and alternatives to the Project.

Detail Design is the refinement and development of the proposed construction methods. The purpose of the Detail Design stage for Group “C” undertakings is to develop a transportation plan at a design and implementation level of detail and to develop drawings and documents for construction.
The Detail Design stage is considered to be the most technically, environmentally and economically suitable to achieve the project objectives. Detail Design for Group “C” projects may involve the following separate phases:
Generate and assess Detail Design alternatives, based on alternatives developed and evaluated in Preliminary Design
Evaluate and select the preferred Detail Design alternative
Develop the preferred Detail Design alternative
Identification of impacts and development of environmental mitigation measures
Preparation of the Construction Contract Package
