Class Environmental Assessment 

The environmental scope of work for the Project will follow the Class Environmental Assessment for Provincial Transportation Facilities and Municipal Freeways, 2024 (MTO Class EA), MTO Environmental Reference for Highway Design (MTO ERD), and MTO current directives, accepted standards, specifications, practices, policies and procedures. 

Under the MTO Class EA, the Project is classified as a Group “C” undertaking, and the environmental assessment documentation that will be prepared is a Transportation Environmental Study Report (TESR).

Class Environmental Assessment Process 

  1. Commence Study 

  2. Perform Field Inventory and Review Existing Conditions 

  3. Identify Alternatives 

  4. Evaluate Alternatives and Identify Recommended Plan 

  5. Assess Impacts and Develop Mitigation Strategy 

  6. Finalize Recommended Plan and Prepare TESR 

  7. Submit TESR for Review Period

  8. Class EA Process Completed
